Most site designers begin with a site map.

The problem is that these tend to mirror the companies internal organization, which web users don’t care about. We begin by determining what you want users to do on your site: Register? Subscribe? Buy? Then we create primary “user paths”: the pages the user will click through to get what they want. Once we have efficient, user-friendly paths, we create all additional site navigation, applying the same rules of simple, user-friendly architecture.
